4. Commons Registration (England) Regulations 2008 – application to register waste land of the manor – Carn Downs.
In view of the interest of the members of the public at this meeting, the chairman agreed to suspend standing orders to allow members present to be involved in discussions due to their connections and local knowledge.
Clerk has forwarded copies of letters received from the Planning Inspectorate to all councillors and the reason for this meeting is that the Planning Inspectorate demands any responses to these letters to be made by the 3rd of July 2013. This is the date of the next ordinary meeting of this council and so any responses made at that meeting would be too late for submission.
Cllr Eddy had made a thorough study of the papers concerning this application and his emails have been forwarded to councillors.
Mr John Trewern advised councillors that as a result of his objections and the objections made by this council, he had been advised that his land had been withdrawn from the application but he had also received letters informing him that he can give evidence and the maps seem to show his land still in the application to register. Other members of the public complained about maps being out of date and inaccurate information and these views were particularly supported by Cllrs Eddy, Tanner and Pritchard who felt that the proper action would be for the whole application to be withdrawn and a new application made. There had obviously been insufficient research made by Cornwall Council and there was insufficient information available for objectors and stakeholders to make accurate comments.

It was finally agreed by the meeting that the clerk should write to the Planning Inspectorate. stating that this council is unable to comment due to the lack of information including, maps and old maps and recommend that the application be withdrawn and resubmitted with sufficient information for judgements to be made.. Copies of the letter should be sent to The Head of Planning for Cornwall Council, Martin Wright as the Senior Development Officer for Land Charges – Highways, Commons and Greens and Lord de Mauley at the Department for Environment, Food and Rural Affairs.
5. Tesco Community Wish Fund.
The chairman has asked for this item to be brought to this meeting as she will be absent from the next meeting on 3rd July. Clerk has forwarded details of the scheme to councillors. (Cllr Roberts declared an interest).
Cllr Roberts informed members that this was a new scheme by Tesco and the Penzance Store was a forerunner of this experiment. Several local companies such as builders, service providers and Pirates Rugby Club had agreed to be involved and offer their services and help to needy individuals and other organisations. Councillors were asked to convey this scheme to such people in the area to make them aware of the help available and to make any application for help to the Tesco Store in Penzance.
